In September 1984 Pierre Benoit retired due to poor health and John Strugnell (Harvard University) was appointed as editor-in-chief of the International Team (expanded to 20 members) and the DJD series.

The International Organization for Qumran Studies (IOQS) was founded in the summer of 1989 in Groningen at an international conference on the Dead Sea Scrolls, at the initiative of Florentino Garcia Martinez.
