Sequel to 'Boys Town' (1938). Reunites Spencer Tracy with Mickey Rooney. Wealthy, Mr. and Mrs. Maitland give crippled Ted a dog and offer to provide him with an operation but they adopt Whitey. Whitey tries to visit a friend in reform school and inmate Flip is hiding in the car as Whitey leaves. Flip steals money from a store and both boys are sent to reform school. Father Flanagan exposes the conditions in the school and the boys are released to him.
The grandparents of orphaned boy Danny Mason are trying to have him put into their custody rather than that of his uncle, as they object to the race course environment in which he is being raised.
