According to Jewish (Christian and Islamic) traditions, Samuel was a prophet who ruled Israel at the end of the period of the Judges and anointed kings Saul and David.

Hannah had no children, but when Eli saw her in distress, he blessed her. Hannah generated Samuel and gave Samuel to Eli to be raised in the Temple. He was not abandoned by his family. Every year he was visited by his mother and given new clothing. Samuel grew in wisdom. When Samuel was still a boy (11 years old according to Josephus), he received a call from God to be a prophet.

Samuel in ancient sources

(1) So the woman remained and nursed her son, until she weaned him. 24 When she had weaned him, she took him up with her, along with a three-year-old bull,[l] an ephah of flour, and a skin of wine. She brought him to the house of the Lord at Shiloh; and the child was young. 25 Then they slaughtered the bull, and they brought the child to Eli. 26 And she said, “Oh, my lord! As you live, my lord, I am the woman who was standing here in your presence, praying to the Lord. 27 For this child I prayed; and the Lord has granted me the petition that I made to him. 28 Therefore I have lent him to the Lord; as long as he lives, he is given to the Lord.” She left him there for[m] the Lord.

(2.1) Hannah prayed and said, “My heart exults in the Lord; my strength is exalted in my God.... 18 Samuel was ministering before the Lord, a boy wearing a linen ephod... 21 And the Lord took note of Hannah; she conceived and bore three sons and two daughters. And the boy Samuel grew up in the presence of the Lord... 26 And the child Samuel grew on, and was in favour both with the Lord, and also with men.

(3.1) Now the boy Samuel was ministering to the Lord under Eli. The word of the Lord was rare in those days; visions were not widespread.

2 At that time Eli, whose eyesight had begun to grow dim so that he could not see, was lying down in his room; 3 the lamp of God had not yet gone out, and Samuel was lying down in the temple of the Lord, where the ark of God was. 4 Then the Lord called, “Samuel! Samuel!”[a] and he said, “Here I am!” 5 and ran to Eli and said, “Here I am, for you called me.” But he said, “I did not call; lie down again.” So he went and lay down. 6 The Lord called again, “Samuel!” Samuel got up and went to Eli and said, “Here I am, for you called me.” But he said, “I did not call, my son; lie down again.” 7 Now Samuel did not yet know the Lord, and the word of the Lord had not yet been revealed to him. 8 The Lord called Samuel again, a third time. And he got up and went to Eli and said, “Here I am, for you called me.” Then Eli perceived that the Lord was calling the boy. 9 Therefore Eli said to Samuel, “Go, lie down, and if he calls you, you shall say, ‘Speak, Lord, for your servant is listening.’ ” So Samuel went and lay down in his place.

10 Now the Lord came and stood there, calling as before, “Samuel! Samuel!” And Samuel said, “Speak, for your servant is listening.” 11 Then the Lord said to Samuel, “See, I am about to do something in Israel that will make both ears of anyone who hears of it tingle. 12 On that day I will fulfill against Eli all that I have spoken concerning his house, from beginning to end. 13 For I have told him that I am about to punish his house forever for the iniquity that he knew, because his sons were blaspheming God,[b] and he did not restrain them. 14 Therefore I swear to the house of Eli that the iniquity of Eli’s house shall not be expiated by sacrifice or offering forever.”

15 Samuel lay there until morning; then he opened the doors of the house of the Lord. Samuel was afraid to tell the vision to Eli. 16 But Eli called Samuel and said, “Samuel, my son.” He said, “Here I am.” 17 Eli said, “What was it that he told you? Do not hide it from me. May God do so to you and more also, if you hide anything from me of all that he told you.” 18 So Samuel told him everything and hid nothing from him. Then he said, “It is the Lord; let him do what seems good to him.”

19 As Samuel grew up, the Lord was with him and let none of his words fall to the ground. 20 And all Israel from Dan to Beer-sheba knew that Samuel was a trustworthy prophet of the Lord. 21 The Lord continued to appear at Shiloh, for the Lord revealed himself to Samuel at Shiloh by the word of the Lord.

2. I will first despatch what I have to say about the prophet Samuel, and after that will proceed to speak of the sons of Eli, and the miseries they brought on the whole people of the Hebrews. Elcanah, a Levite, one of a middle condition among his fellow citizens, and one that dwelt at Ramathaim, a city of the tribe of Ephraim, married two wives, Hannah and Peninnah. He had children by the latter; but he loved the other best, although she was barren. Now Elcanah came with his wives to the city Shiloh to sacrifice, for there it was that the tabernacle of God was fixed, as we have formerly said. Now when, after he had sacrificed, he distributed at that festival portions of the flesh to his wives and children, and when Hannah saw the other wife's children sitting round about their mother, she fell into tears, and lamented herself on account of her barrenness and lonesomeness; and suffering her grief to prevail over her husband's consolations to her, she went to the tabernacle to beseech God to give her seed, and to make her a mother; and to vow to consecrate the first son she should bear to the service of God, and this in such a way, that his manner of living should not be like that of ordinary men. And as she continued at her prayers a long time, Eli, the high priest, for he sat there before the tabernacle, bid her go away, thinking she had been disordered with wine; but when she said she had drank water, but was in sorrow for want of children, and was beseeching God for them, he bid her be of good cheer, and told her that God would send her children.

3. So she came to her husband full of hope, and ate her meal with gladness. And when they had returned to their own country she found herself with child, and they had a son born to them, to whom they gave the name of Samuel, which may be styled one that was asked of God. They therefore came to the tabernacle to offer sacrifice for the birth of the child, and brought their tithes with them; but the woman remembered the vows she had made concerning her son, and delivered him to Eli, dedicating him to God, that he might become a prophet. Accordingly his hair was suffered to grow long, and his drink was water. So Samuel dwelt and was brought up in the temple. But Elcanah had other sons by Hannah, and three daughters.

4. Now when Samuel was twelve years old, he began to prophesy: and once when he was asleep, God called to him by his name; and he, supposing he had been called by the high priest, came to him: but when the high priest said he did not call him, God did so thrice. Eli was then so far illuminated, that he said to him, "Indeed, Samuel, I was silent now as well as before: it is God that calls thee; do thou therefore signify it to him, and say, I am here ready." So when he heard God speak again, he desired him to speak, and to deliver what oracles he pleased to him, for he would not fail to perform any ministration whatsoever he should make use of him in; - to which God replied, "Since thou art here ready, learn what miseries are coming upon the Israelites, - such indeed as words cannot declare, nor faith believe; for the sons of Eli shall die on one day, and the priesthood shall be transferred into the family of Eleazar; for Eli hath loved his sons more than he hath loved my worship, and to such a degree as is not for their advantage." Which message Eli obliged the prophet by oath to tell him, for otherwise he had no inclination to afflict him by telling it. And now Eli had a far more sure expectation of the perdition of his sons; but the glory of Samuel increased more and more, it being found by experience that whatsoever he prophesied came to pass accordingly.
