In 1982, volume 7 of the Discoveries in the Judaean Desert series was published, with more fragments from Cave 4. In September 1984 Pierre Benoit retired due to poor health from his responsibilities as editor-in-chief of the International Team and the DJD series. John Strugnell (Harvard University) was the new appointee and in an attempt to revive the efforts the International Team was expanded to 20 members. It did not help much. No other volume was published in the 1980s in the DJD series.

Besides some new collections of Scrolls in modern translation (Knibb, Vermes), the most interesting works produced in the 1980s (by Ernest-Marie Laperrousaz, David Flusser, Philip R. Davies, and Todd S. Beall) offered a reassessment of the evidence about the Essenes living in the land of Israel according to the testimony of ancient authors.

Frustration about the delay in the publication of the scrolls mounted in the public opinion and in the scholarly community. The International Organization for Qumran Studies (IOQS) was founded in the summer of 1989 in Groningen at an international conference on the Dead Sea Scrolls, at the initiative of Florentino Garcia Martinez.
